The Job Training Partnership Act (JTPA) provides remedial education, training and employment assistance to low income and employed youth and adults. It provides the maximum benefits possible to both potential employees and employers.
Any privately owned business, non-profit organization or public agency can participate in the JTPA programs.
Programs available under the Job Training Partnership Act include on the Job training, classroom training, work experience and trout employment for youth.
On the Job Training is one of the most popular programs and is designed to stimulate the hiring and retraining of economically disadvantaged persons in need of training or retraining. Written contracts are signed by Participating employers and the Coordinating and Development Corporation prior to actual hiring of trainees. Employers profit by using JTPA-OJT because of the 50% reimbursement of the training wage, thereby offsetting the extraordinary expense of training an untrained person.
Training times for each job are designed to get the trainee through that part of the training that is most costly. The trainee profits by being able to compete with persons who have experience in the job market. Once trainees have been certified as eligible, and hired by the employer, reimbursement directly to the employer begins and continues until the allotted training time expires.
Classroom Training - Occupational Skills training Is offered in accordance with guidelines established by the PlC. Occupational areas Identified by Labor Market Analysis is in high demand or likely to expand are utilized for class selection.
Summer Youth Employment And Training Program (SYETP) provides participants with structural and well supervised work experiences. vocational counseling, and income to those who would not be able to attend school without assistance and assist dropouts in securing employment. They are allowed thirty-two work hours a week at public and private non-profit work sites. This program is for persons ages 16 to 21 only.
The Coordinating And Development Corporation is a planning and economic development organization for the ten parishes of Northwest Louisiana. CDC serves a vital link between the federal and state governments and the parishes of our area in working to improve the economic, physical and social needs of the communities CDC represents. To achieve its prime objective of assisting the district to secure a strong economic base, CDC provides a multitude of services, including technical research and planning assistance; economic industrial and community development programs; and assisting in obtaining grants, loans and other financial assistance.
Private Industry Council (PIC) - the District 7 Private Industry Council, composed of representatives from general purpose business organizations and public agencies from the ten parishes in Northwest Louisiana, shares the responsibility of working with CDC in reviewing, monitoring and evaluating for operation of the local JTPA program. The appointment of PlC member is made by the area's chief elected official from nominations submitted by all ten parishes; membership and composition to the PlC are then submitted to the governor of Louisiana for certification. Replacement members are also appointed in accordance with these procedures.
