Of the Special Called Meeting of
The Claiborne Parish Police Jury
December 22, 2010
Homer, LA 71040
The Claiborne Parish Police Jury met in a special called session in the office of the Police Jury, located at 507 West Main Street in Homer, LA at 10:00 a.m. on the twenty-second day of December, 2010. On being called to order by President Scott Davidson, the following jurors were present:
Mark Furlow, Robert “Bob” McDaniel, Lavelle Penix, Danny Roy Lewis, Jerry Adkins, and Rev. Willie Young, Sr.
Joe Sturges and Roy Mardis were absent.
The chair of deceased Juror Brian “Butch” Bays of District One was vacant.
There were 6 others in attendance which included, Secretary-Treasurer Dwayne R. Woodard, Road Superintendent Tommy Durrett, Claiborne Parish Sheriff Ken Bailey, Cathy Greeson of Claiborne Parish OEP, Ms. Jackie Roberts of the Haynesville News, Mrs. Michelle Bates of the Guardian Journal and Mr. Chic Hines of the Claiborne Parish Watershed District.
A moment of silence was observed in remembrance of Brian “Butch” Bays.
The meeting was opened with a word of Prayer led by Rev. Willie Young and followed by the Pledge of Allegiance led by Roy Lewis.
Upon motion by Lavelle Penix Adkins, duly seconded by Roy Lewis, the Jury unanimously voted to adopt the Agenda as presented.
Upon motion by Jerry Adkins, duly seconded by Lavelle Penix, the Jury unanimously voted to appoint Mr. Jack P. Bays, brother of the deceased Mr. Brian “Butch” Bays, to fill the vacant position of District 1 Police Juror until a special election can be held to fill the unexpired term.
Upon motion by Roy Lewis, duly seconded by Bob McDaniel, the Jury unanimously voted to call a special election to fill the vacant seat of District 1 Police Juror – the unexpired term of Brian G. “Butch” Bays – for the date of April 2, 2011 (primary) and April 30, 2011 (general) with the qualifying dates of February 9-11, 2011.
President Davidson read aloud the Proclamation Ordering an Election for District 1, for the Remainder of the Unexpired Term and Otherwise Provide with Respect Thereto.

PARISH OF CLAIBORNE
A PROCLAMATION ORDERING AN ELECTION FOR POLICE JUROR, DISTRICT 1, FOR THE REMAINDER OF THE UNEXPIRED TERM AND OTHERWISE PROVIDE WITH RESPECT THERETO.
BE IT PROCLAIMED by the Police Jury, Parish of Claiborne, State of Louisiana:
Section 1: A vacancy for Police Juror, District 1, Parish of Claiborne, State of Louisiana, exists due to the death of Brian G. “Butch” Bays, prior to the end of his term, ending January 11, 2012.
Section 2: An election is hereby called and proclaimed to fill the vacancy for Police Juror, District 1, Parish of Claiborne, State of Louisiana, said election to be held as follows:
A) Qualification for the election shall be February 9, 2011, February 10, 2011 and February 11, 2011;
B) The primary election to fill the vacancy for Police Juror, District 1, Parish of Claiborne, State of Louisiana shall be held on April 2, 2011;
C) The general election to fill the vacancy for Police Juror, District 1, Parish of Claiborne, State of Louisiana shall be held on April 30, 2011.
Section 3: That certified copies of this proclamation shall be forwarded to the Secretary of State, the Commissioner of Elections, the Clerk of Court, and Ex-Officio Parish Custodian of voting machines and the Registrar of Voters in and for the Parish of Claiborne, as notification of the election herein called in order that each may prepare for said election and perform their respective functions as required by law.
This Proclamation being submitted to a vote, the vote thereon was as follows:
YEAS: Furlow, McDaniel, Davidson, Penix, Lewis, Adkins and Young
NAYS: 0
ABSENT: Sturges and Mardis
ABSTAIN: N/A
This Proclamation as declared adopted on this 22nd day of December 2010, at a special called meeting of the Claiborne Parish Police Jury, Claiborne Parish, State of Louisiana.

Public Comment:
Juror Lavelle Penix called attention to a brush pile that needed to be taken care of on some adjudicated property that the parish owns in Athens and the plans are for the volunteer fired department to burn it when they have time.
