Of the Special Meeting of
The Claiborne Parish Police Jury
September 18, 2008

The Claiborne Parish Police Jury met in Special Session in the Office of the Police Jury in Homer, LA at 5:30 PM on Thursday the eighteenth day of September, 2008. On being called to order by the President, the following jurors were present:
Roy Mardis, Scott Davidson, Lavelle Penix, Roy Lewis, Robert McDaniel, Jerry Adkins, and Joe Sturges.
Jurors Brian “Butch” Bays, Rev. Willie Young and Mark Furlow were absent.
Others present: Tax Assessor Clyde Hightower, Tax Assessor-Elect Bob Robinson and Scott Greeson with E-911.
The meeting was opened with a word of Prayer led by Joe Sturges, followed by the Pledge of Allegiance led by Scott Davidson.
Upon motion by Scott Davidson, duly seconded by Jerry Adkins, the Jury unanimously adopted the agenda as presented.
The first item on the agenda was for the Claiborne Parish Police Jury to sit as a Board of Review for the assessed values of real and personal property in Claiborne Parish, Louisiana.
Upon motion of Roy Lewis, duly seconded by Joe Sturges, the Jury unanimously approved to leave the regular session and to sit as the Board of Review and open the floor for any and all protests.
The President opened the floor for any and all protests concerning the 2008 assessed values of real and personal property. Secretary-Treasurer Woodard informed the President that no written protests had been received by his office as of this time. No protest of property values was received, either oral or written.
Upon motion of Joe Sturges, duly seconded by Roy Lewis, the Jury unanimously approved to return to regular session and leave the Board of Review since no protests were received.
Upon motion by Scott Davidon, duly seconded by Joe Sturges, the Jury unanimously accepted the assessment of property values as submitted by Claiborne Parish Tax Assessor Clyde C. Hightower. The total assessed value of all property in Claiborne Parish, excluding Public Service Properties for the tax year is $108,452,256 of which $19,975,859 is Homestead Exempted Property.
Upon motion by the Grant Committee member Scott Davidson, duly seconded by Robert “Bob” McDaniel, the Jury unanimously approved the Grant Committee’s recommendation to accept the list of (7) seven proposed projects for the $100,000 2008-2009 LGAP grant application due September 26, 2008. The projects are as follows –
$5,700 for Middle Fork Water System – installation of sample collection taps
$11,500 for Norton Shop Water System – plant piping modifications
$17,000 for Cross Roads Community Center – new roof for Precinct 07
$13,300 for Gilgal Water System – 1500 foot extension on Backwoods Road
$18,300 for Gilgal Water System – 2100 foot extension on Wallace Road
$14,500 for South Claiborne Water System – 1200 foot extension on Barnes Road
$19,700 for South Claiborne Water System – 1200 foot extension on McBride Road
Grant Committee member Scott Davidson wanted it noted that the two projects not included in this year’s application would be placed at the top of the list for the 2009-2010 LGAP application barring any unforeseen emergencies.
Upon motion by Scott Davidson, duly seconded by Joe Sturges, the Jury unanimously approved Resolution 2008-016 – Resolution of Support for Local Government Assistance Program (LGAP) due September 26, 2008.

RESOLUTION 2008-016
A RESOLUTION OF SUPPORT FOR LOCAL GOVERNMENT ASSISTANCE PROGRAM (LGAP) GRANT DUE SEPTEMBER 26, 2008
WHEREAS, the Local Government Assistance Program (LGAP) provides financial assistance to the local units of government in rural areas;
WHEREAS, the LGAP program grant will be administered by the Office of Community Development (OCD); and
WHEREAS, the grant application and guidelines require a resolution of support from the local governing authority; and
WHEREAS, the Claiborne Parish Police Jury is applying for up to $100,000 of LGAP grant monies at the parish level; and
WHEREAS, the Claiborne Parish Police Jury intends to use these LGAP grant monies on up to possibly (7) seven separate projects, namely Project #1: Middle Fork Water System, Booster Station Improvements in the amount of $5,700 - Project #2: Norton Shop Water System, Plant Piping Modification in the amount of $11,500 – Project #3: Gilgal Water System, Backwoods Road Water Line Extension in the amount of $13,300 – Project #4: Gilgal Water System, Wallace Road Water Line Extension in the amount of $18,200 – Project #5: Crossroads Community Center Polling Place, New Roof in the amount of $17,000 – Project #6: South Claiborne Water System, Barnes Road Water Line Extension in the amount of $14,500 – Project #7: South Claiborne Water System, McBride Road Water Line Extension in the amount of $19,700; and
WHEREAS, the Claiborne Parish Police Jury will be providing local funds in excess of $20,000, which is a 20% LOCAL match;
BE IT RESOLVED, that the Claiborne Parish Police Jury does hereby approve and support this grant application and its purpose.
Upon a motion by Scott Davidson and duly seconded by Joe Sturges this motion was carried and officially adopted by the Claiborne Parish Police Jury meeting in special called session convened on Thursday, September 18, 2008.

Upon motion of Scott Davidson, duly seconded by Roy Lewis, the Jury unanimously approved the request from Claiborne Parish Fire Protection District #6, in a letter dated September 15, 2008, for a load of gravel to be delivered to Peterson Ramp on Lakeview Place located on Lake Claiborne for their water shuttle. The District understands that the work is to be performed on a reimbursement basis.
Upon motion of Lavelle Penix, duly seconded by Roy Lewis, the Jury unanimously approved purchasing information ads in the local papers for Proposed Constitutional Amendment No.4 which increase the maximum amount of oil and gas severance taxes remitted to the local parishes from $850,000 annually to $2,850,000 annually. Tentative publication dates are set for October 10, 17, 24 and 31.

PUBLIC COMMENT –
Tax Assessor Clyde Hightower thanked the Jury for working with his office over the years concerning property tax matters.
The Jury, in turn, thanked Mr. Hightower for his years of service to the Parish in the role of Tax Assessor.
