The Road Superintendent serves as the head of the Claiborne Parish Highway System and directs daily operations of that department.
Superintendent Durrett also assists with related work of other governmental agencies including the School Board, Sheriff’s Office, and the Municipalities within the parish, as well as with the Louisiana State Department of Transportation, particularly the Off System Bridge Program. In addition he works with the Police Jurors regarding their concerns, with the Secretary-Treasurer, and with the general public as required.
Claiborne Parish Road Superintendent Dean Busby's Retirement Party was held Friday, May 19th
After nearly 24 1/2 years of service to Claiborne Parish, Road Superintendent Dean Busby retired 05/11/06. Dean's Retirement Party was held from 3:00 pm to 5:00 pm on Friday, May 19th at the Claiborne Parish Police Jury Complex, on Homer Square.
Dean Busby began his career with the Claiborne Parish Police Jury Highway Department on July 15, 1982. Originally hired as an Equipment Operator, Dean advanced to Parish Wide Operations Foreman approximately 3 years later and was promoted to Assistant Superintendent in 1987. In 1988 he became Road Superintendent, serving as the head of the Claiborne Parish Highway Department, a position he has held for approximately 18 years. Dean was instrumental in acquiring state and federal funds close to Five Million Dollars to improve the Claiborne Parish Bridge System at no cost to Claiborne Parish taxpayers.
Additional service to our parish was provided by Mr. Busby as an Auxiliary Deputy Sheriff to The Claiborne Parish Sheriff's Office for over 10 years.
Dean is a resident of Bernice, Louisiana, married with four children, and 7 grandchildren (soon to be eight). Fishing, hunting, gardening and just shooting the breeze are his most cherished past times. His lifelong passion has been to help all those around him and to be a friend to all.
Dean will be missed by the Claiborne Police Jury Staff and all of the employees at the Claiborne Parish Highway Department.
Tommy Durrett, former North Claiborne foreman has been promoted to Road Superintendent and will assume Mr. Busby's duties on May 12, 2006.

Permits Must Be Obtained At E-911 Office
Anyone moving to Claiborne Parish, about to begin construction on new home or building, or needing to have utilities connected, must first obtain a permit from the Claiborne E-911 office in the Claiborne Parish Police Jury Office Complex at 507 West Main on the Courthouse Square. Application must be made no less than two weeks prior to the date the permit will be needed. Permits are $3 (exact amount only). For more information, call Glenda Greer at 927-9400. You can leave name, phone, and directions to address on answering machine. Permits may be picked up only on Monday and Wednesday afternoons from 12:00-4:30 PM.

Flu shots are now available at the Claiborne Parish Health Unit at 624 West Main in Homer by appointment. Shots are available to anyone over age 50 or to any high risk individuals. A fee of $10 will be charged for those not covered by medicare or medicaid. Please bring medicare or medicaid card with you. Call 927-6127 for information.

The Claiborne Parish Office of Community Services offers services including transportation, Section 8 Housing, LIHEAP Energy, Homeless Energy, Commodities, Food Stamps, Free Seeds and JTPA.
Transportation Services
Claiborne Community Services operates the only public transportation in Claiborne Parish. Service hours are from 5:00 a.m. to 4:00 p.m., Monday through Friday. Passengers are transported to Shreveport to HOMER MEMORIAL HOSPITAL, LSU, SCHUMPERT, WILLIS-KNIGHTON, CADDO HEALTH UNIT, or any medical facility 5 days a week. Transportation is available to Minden to dialysis 3 days a week and to Tri-Ward Clinic in Bernice the last Tuesday of the month. Local transportation is provided 5 days a week, and transportation in Haynesville every Friday. Passengers needing transportation for medical appointments, to pay bills, buy groceries, etc. call 318-927-3557 to schedule transportation. Fees are charged for transportation. Medicaid is accepted. Rates vary by destination: in-town, in-parish, and out-of-parish.
Section 8 Housing (HUD)
HUD housing aid is given to persons in need to supplement rent or housing payments. When waiting list is open, applications are available at the office of Claiborne Community Services. Eligibility is based on income and there are a limited number of vouchers for Claiborne Parish. Part of the rent is paid by the recipient - government funds subsidize the balance.
LIHEAP Energy Assistance
Energy assistance for electric and gas bills is based on available funding. Applications are available at the office of Claiborne Community Services, on a first come, first serve basis. Part of the bills must be paid by the recipient - government funds contribute to the balance.
Homeless Emergency Energy Assistance
Emergency help may be available for persons who have been issued a shutoff notice or eviction notice. Eligibility is based on income. Applications are available at the Office of Community Services. Availability based on government funding.
Commodity Food Distribution
Food donated through the United States Department of Agriculture is distributed through the Office of Community Services, free of charge to recipients. Various products are issued periodically. Anyone on food stamps is automatically eligible. Income guidelines determine eligibility for other people. Applications must be approved before the distribution date.
Free Seed Dsitribution
Seeds that are to be used to grow food are available for any resident of Claiborne Parish, free of charge. Some are also distributed by the county agent.
Food Stamp Program
Food stamps are issued by the Office of Community Services. Applications are available at the Office of Family Support. The issuing office distributes food stamps Monday through Friday from 8:00 a.m. - 4:00 p.m. (1st - 15th of month) and from 8:00 a.m. - 3:30 p.m. (16th -end of month). Food Stamps are funished free of charge.
JTPA (Job Training Partnership Act)
The Claiborne Parish OCS houses the JTPA office and the OJT. A summer work program and vocational training program is available. All programs are free of charge.
